2 Arrested in Modesto California for Starting a Needle Exchange program.

Two members of the Modesto Needle exchange program have been arrested following a sting operation and surveillance conducted by the Sheriff's department. The program was intended to provide safe disposal points for needles in order to curb the dangerous rise of HIV infection in the area.
